Senior Implementation Advisor, Cities, Center for Government Excellence at Johns Hopkins University
At the Center for Government Excellence at Johns Hopkins University, Sheila works with cities on strengthening their open data and performance management programs. She worked on broadband adoption and access programs before joining GovEx. As EveryoneOn’s former Chief Marketing Officer, she collaborated with nonprofits and government agencies to promote affordable internet service and devices to unconnected households across the United States. She assisted the states of Virginia and South Carolina with their broadband mapping and development of local regional technology planning teams as part of the National Telecommunications and Information Administration’s State Broadband Initiatives.
In 2013, Sheila served as a 2013 Code for America fellow, where she helped the City of Oakland develop RecordTrac, a web application that helps cities manage and respond to public records requests. She holds a Bachelor of Arts in Political Science from Brown University and a Masters in Public Policy from The College of William and Mary.
